Plans go by monthly active players: everyone who got a pass in a calendar month (UTC), across all your games. A player who plays every day counts once.

When you go over
Nobody is cut off mid-month. Over your plan's players you can't add games until you upgrade or the month turns. Over its games, the newest games stop letting players in until you upgrade or delete one.
